A bipartisan amendment sponsored by Democratic Senator Barbara Mikulski and Republican Senator Olympia Snowe to safeguard coverage of mammograms and other preventative screening tests passed 61 to 39. It was the first amendment to pass. The Senate is operating under amendment rules that require 60 votes to pass; thus, every amendment to be added will require either all the Democrats or nearly all Democrats and some Republicans. This amendment won over three Republicans: Olympia Snowe and Susan Collins of Maine and David Vitter of Louisiana. Sen Mikulski said, "Under my amendment, we are saying good-bye to an era when simply being a woman is treated as a pre-existing condition."
